Ann grew up in the English countryside. After dropping out of university she took a number of temporary jobs—bird observatory cook, auxiliary coastguard and women's refuge leader—before returning to university to train to be a probation officer. She started writing when she and her ornithologist husband were the only residents of the tiny tidal island nature reserve of Hilbre. There wasn't much else to do there.

Ann's first mystery was published in 1986 and she continued to write a book a year without much recognition until 2006, when to everyone's astonishment Raven Black won the CWA Gold Dagger. Raven Black is the first novel in a series set in Shetland, a group of islands in the extreme north of the UK lying on the same line of latitude as Greenland and Alaska. The sixth and most recent Shetland book is Thin Air, published in May 2015. The series has been adapted for BBC television, starring Douglas Henshall and Alison O'Donnell.

The Vera Stanhope novels are set in Northumberland, where Ann now lives. These too have been adapted for television under the series title VERA, featuring double Oscar nominee Brenda Blethyn. The most recent Vera novel is Harbour Street.

Ann's books have been translated into almost thirty languages and she has been inducted into the British Crime Writers' Hall of Fame.
